You can certainly use Photoshop (with files in any format) to generate the graphics portions of the template, but you will still have a long way to go.

There is no absolute requirement to go either way with tables or divs, but I think most designers would consider divs (especially with content before side navigation in the source ordering) to be a more modern approach.

At least for your first template, you may want to Google for free joomla 1.5 templates and just modify the graphics.</description>
