Is it probable to modify Photoshop .PSD to Joomla Template?

Here is some docs over at the joomla wiki.
A Joomla! template is a combination of PHP code, CSS style sheets, a description file in XML, and associated graphics. See the link below for more on templates.
You can certainly use Photoshop (with files in any format) to generate the graphics portions of the template, but you will still have a long way to go.
There is no absolute requirement to go either way with tables or divs, but I think most designers would consider divs (especially with content before side navigation in the source ordering) to be a more modern approach.
At least for your first template, you may want to Google for free joomla 1.5 templates and just modify the graphics.
