   You can create templates in Dreamweaver. Or if you want a cheap way out, learn CSS and HTML

   Create the website and save it. You could then make it read-only through Windows Explorer so that you don’t accidentally overwrite it.
   However, I have a feeling you really want to ask “How do I make my own website design?” If that’s what you meant to ask, you’ll have to learn how to use an HTML editing software or learn how to directly program in HTML. I use FrontPage, but it’s not being supported by Microsoft anymore. You may want to opt for a free one. Just do an internet search for:
